You need to break the repair loop and restore your system to an earlier point or Reset the PC with WindowsRE (recovery environment) on your USB Recovery flash drive (if you have not made one borrow the Recoverty USB drive from someone that has the same Windows version) or turn off your PC and press Alt+F10 right after you startup again:

    1. Press and hold the Power key for 5 seconds to power the system off completely.
    2. Press the Power key to turn on the computer.
    3. Press the Alt and F10 keys at the same time when the Acer logo appears on the screen. Your system should boot to a blue screen that says Choose an option.
    4. Select Troubleshoot.
    5. Click Reset your PC. This process will erase all data on the your system. Choose the Refresh your PC option if you want to restore your system and retain your data.
    6. Click Next, then select Just remove my files.
    7. Click Reset to begin the recovery.

It will work but the USB Recovery flash drive has more complete options. If you are unsure (I cannot read your screen, sorry) chose Restart>Safe Mode F4-4 or F5-5 (with networking) that will put your PC in Safe Mode. Once in safe mode you can do anything, checking Device Manager for problem drivers (uninstall those with a yellow problem icon) or System RESET by typing the following command in the Command Prompt: systemreset --factoryreset
