The i7-12700F and the RTX3060Ti has ZERO bottleneck at 1920 × 1080 (FHD (1080p)) resolution so you should not be having any cpu bottlenecks. There must be something wrong with how you have setup the GPU as the RTX3060 that comes oem with the PO3-640 might be faulty or not working properly. Upgrade the GPU to either an RTX3060Ti or a RTX3070Ti (if that is your budget as a higher spec GPU will be better) then upgrade the RAM to at least 32GB of DDR4-3200 • CL=22 • NON-ECC • UDIMM • 288-pin • 1.2V • 2Rx8/1Rx8 • PC4-25600 at either 2x 16GB modules in DIMM #1 and #2 or 4x 8GB modules in DIMMs #1 to #4 (as shown below), for the RAM do the Crucial System Scan to give you all the compatible RAM for your desktop. Install the last bios update and the latest VBIOS driver for the PO3-640 GPU if your desktop has any VBIOS updates from Acer only updates, don't do any VBIOS updates from other sites that have moded the RTX3060 GPUs BIOS.

    PO3-640 memory specs

Make sure that you have all the Win-11 windows updates, the latest NVidia Win-11 driver the GeForce Game Ready Driver Version: 531.68 WHQL set all your games and high end software in the Nvidia Control Panel > Program Settings to High-performance NVidia processor and for gaming install the GeForce Experience software, also install the Intel® Driver & Support Assistant and make sure that all the Intel drivers are up to date. Doing all this will make sure that your desktop performs at its peak performance and you will not get any cpu bottlenecks as your cpu to gpu combination is perfect as far as the Bottleneck Calculator is concerned and should work perfectly.

What are the exact specs of your Orion 3000 PO3-640 desktop, as this desktop came with different specs. But if you have the normal spec PO3-640 desktop with the i5-12400F and GeForce® RTX™ 3060 expect even a higher CPU to GPU bottleneck than below, as the RTX3060Ti is a higher performing GPU so you will have a higher CPU bottleneck than below, but the combination of the two i5-12400F and GeForce® RTX™ 3060 Ti components will give the following results:

The CPU to GPU bottleneck of the configuration of the i5-12400F CPU and the GeForce® RTX™ 3060 Ti GPU at 1920 × 1080 (FHD (1080p)) resolution has a 5.7% of CPU bottleneck.

If you are experiencing processor bottleneck, increasing your resolution as it will have a higher impact on your graphic card and it's utilization will increase. More frames per second will put higher impact on your processor because it needs to prepare more data for your graphic card. You can reduce this bottleneck by changing your screen resolution to one of these resolutions.

You keep showing pictures of that 'beast' ram and it will not run at 3200 mhz…..why do you keep showing it? The ram has to be 1.2 volts 3200mhz and that stuff is 1.35 volts.

Take it easy😁 I'm trying to help you out, now and understand this, that’s captions that I'm including to guide you are from the official Acer PO3-640 SG and that photo is what Acer has to show the DIMMs numbers, that is why I told you to do the Crucial System Scan, Anyway, here is all the listed PO3-640 Acer suggested ram type modules:
