Your PO3-640e U3E1 has a 500W PSU that is not adequate for the RTX-4070 GPU, upgrade to an ATX 850W PSU as the rest of your desktops specs are way above what is needed for the RTX4070.

Are you sure that it will even fit in your case? It is a "huge" card (lenght 338mm).

If it fits, and that's a big if, the most likely problem is whether you can provide enough clean power to the card. TPU claims that the suggested PSU requirement is 550W (link below). I'm sure NVIDIA recommends more, but depending on the quality of your current PSU it might just do it. I had PO3-620 and it came with 500W PSU and RTX 3070. And guess what? The suggested wattage was also 550W while NVIDIA wanted even more… and the card worked just fine.

Here's some info about the card. If the card is too big as I am afraid it might be, check the listing for smaller cards.

Finnish io-tech site reviewed a few 4070s in a PC with the following components:

    • Intel Core i9-13900K (24/32 ydintä/säiettä, boost 5,5 GHz)
    • Asus ROG Maximus Z790 Hero
    • 32 Gt Corsair Dominator Platinum RGB DDR5-6000 (36-36-36-72)
    • Corsair MP600 2 Tt M.2 SSD (PCI Express 4.0)
    • Cooler Master COSMOS C700P
    • Asus ROG Ruyjin II 360 AIO
    • Asus ROG Thor II 1200W

Below is the total power consumption not including the monitor.

Your CPU isn't as power hungry as 13900k. Depending on the quality of your PSU, you should be able to run 4070 with your original PSU. You'll find out really soon if there is not enough power: the PC will crash while playing a demanding game.

To make things easier for your GPU and PSU, I'd limit the max framerate to -3 fps what your monitor can do and possibly undervolt the GPU a bit.

Good luck and remember to report back as it will help others in the same boat as you.

How to cap framerate? Open Nvidia control panel and there under 3D Settings ⇒ Manage 3D Settings ⇒ Max Frame Rate.

Undervolting can be done with MSI Aferburner. Check Youtube for instructions.

ADDITION: My reasoning for capping frame rates is as follows. Let's say your monitor can show 120 frames per second but your GPU pushes out 200. By capping to 120 or preferably 117 your GPU uses less power, stays cooler and most likely is quieter as well.

Be aware that your system uses an ATX12VO power supply, and the largest we've seen of that type is 500W. To use an 850W supply requires both careful selection of the supply (it needs to provide the full 850W on a single 12V rail) and an adapter to change the cabling to match the 12VO wires.
