I've reset my password on my chromebook as I forgot my old one. Now it's saying I need my old chromebook password to access local documents. I've tried all the ones I can think of and they are all wrong.  Tried going through Google but they said its an acer problem. How can I access my documents?

It's a google thing, not Acer. The Chromebook needs to be connected to the internet in order to login to Google with a new password. If you are logged in and it's the same account as before then you should be able to access the files.

You have to use the same Google account as you originally used.
