Acer Nitro N50-600 Overheating / Fan Not Spinning

SPECS:
(Acer Nitro N50-600 Tower PC)
Intel Core i5-9400F
Nvidia GeForce GTX 1650
8GB DDR4 (dual channel) RAM
1TB HDD (games and apps)
120GB SSD (windows)

PROBLEM:
My GPU is idling at about 60-70 degrees, when I play games it runs at around 90 degrees and shuts down. I have cleaned out the case and upon further investigation I have found out the GPU fan is not spinning. How can I get the fan spinning? I have used MSI Afterburner to force the fan to spin however that doesn't do anything. This issue started a few days ago and I have since been monitoring temperatures. Any help would be appreciated however I don't really want to install third-party apps. I have the latest game ready driver from Nvidia too.
