What do u mean the settings are normal

What's it set to though, and which monitor is it?
Inside of the display settings you should be able to change the res, try toggling it between a super low and full res, it could be that for some reason it's outputting a non native resolution at the moment and the display is stretching and upscaling the image

Like i never changed anything and the display us 1600 x 1200 scale layout is 100%

The Tower is a Dell OptiPlex 790 MT Core i7 3.4 GHz - HDD 500 GB RAM 4GB and the Monitor is a Acer 23.8-inch Monitor 1920 x 1080 LCD (SB241Y Abi)

The monitor is a Acer 23.8-inch Monitor 1920 x 1080 LCD (SB241Y Abi) its set to 1600 x 1200 the highest option is 1920 x 1440 but it says input not supported

Ah thats a non native res so the scaler is probably broken! If you have a non taite res it has to be one of the same aspect ratio, for 16:9 its 1600x900 , but it should be ran at just native :)

I dont see that as a option

It looks like you might have the right drivers for your HD 4000 display adapter. It should offer you the correct, 1920x1080 resolution. Bring up Device Manager and expand the Display Adapters section so we can see what the system thinks is being used, then go into the properties and look at the driver version. 1600x1200 will certainly be blurry on a FHD display.

I don’t see that

What do you see under Advanced Display Settings? I don't have any W10 system handy so I can't easily see them myself.

It may be worth checking the ihe all resolutions tab as well, failing that, an updated intel driver that ones many years old!

@Jshiest have you ever found the solution for this? My monitor is showing the same issue since yesterday, out of nowhere. I was using the same resolution with the same notebook conected to the monitor as the last two years, and it just went bad. Now the imagem is blurry, super super bright and has a odd area of about 1 or 2cm on the top of the screen (image attached).
Also, it shows the blurry image even not connected to any kind of source (e.g.: the Acer logo when the turning the monitor on, the "Cable Not Connected" blue box message), so I believe its a hardware issue. How this turned out for you?0 -
Try reseating the cable at each end.
