How to disable CPU turbo in nitrosense Balance mode !

okay so i looked on fiew forums how to lower cpu clocks but when i do it nothing changes i dont know why it worked before i rerinstaled windows now for me performance mode and balance mode is no diffrend no mather if i set my power plan cpu to 100, 99 or 5% it just does not react to any changes even if i uninstal nitrosense and than try to change this options ( sorry but screan shots are in polish i hope you can menage )

if i go to power saveing its locked ad 1100 mhz but it does not bother me because i never use it anyway i just want to set it so it never goes over 3000 mhz on balance mode. i had it set that way before windows reinstal

    okay info to ppl that look for the solution i fixed it it works now as intended balanced mode set to 99% cpu power = up to 3ghz

    performance mode goes up to max so in my case 4.4-4.5ghz

    And to ppl that made nitrosense you mismatched powerplans GUID so performance is balanced and balanced is performance (probobly in last update before it was fine i still need Power saver plan GUID because lost it and i dont have it now XD so if any one can send me this string of "numbers" i will gratly apriciate it but there is no rush i dont use it anyway )
