Aspire 3 A315-51-35WL Windows 10 network panel and action center not opening

As stated in the question field, my network panel and action center are not opening. I have Windows 10. Upon pressing the corresponding buttons in the taskbar, the panels sometimes shortly open as if they're loading, but then close after about a second. Any attempt to open either panel shortly after this results in the panels not opening at all. My laptop still connects to the internet just fine, but doesn't display any desktop notifications anymore. I noticed this issue about 2 weeks ago, however of course it might have existed without my notice before then. I do not recall any recent updates to my device, and my virus scanner (Advanced Systemcare 15, free version) does say a driver update is needed, but I don't know how reliable that is given that it's the free version. Any help would be appreciated!

    @ysmaton,

    I understand that action center & Network panel is NOT launching. As a work around check your Windows is up to date and if not install all available updates. If the issue persists even after updating Windows, you can try performing "PC Refresh". Click here to get instructions on performing "PC Refresh".

    Hi! Thank you very much for answering.

    I tried checking my Windows version via the 'Windows Update' tab in settings, but I keep getting "Something went wrong. Try to reopen settings later.". But my pc always updates automatically and since I cannot check it, I'm assuming it's up to date.

    As for the link you sent me, it seems like it's a guide to reset my pc to factory defaults completely? (It literally says "Use the following steps to restore the your computer to factory defaults.") This is not something that I want, so I have not done this.

    Is there a way to fix the Windows Updater? Or a different way to check my Windows version? And are there other ways of fixing my action center and network panel? Thanks in advance :)
