Thanks for posting details of the new BIOS update!
Installing the latest BIOS can resolve these issues. Note, however, that a BIOS upgrade can render a computer inoperable if something goes wrong. Updating your system BIOS is only necessary if a new version has been released to resolve a specific issue or contains an improvement for your system. You should install a BIOS update if you are confident it addresses an issue you are experiencing.

To download and install, visit the Acer Drivers and Manuals page.  https://www.acer.com/ac/en/US/content/support-product/8626?b=1
Enter your Serial Number or select your model from the list. (Laptop>Aspire>A514-54G)
Select BIOS/Firmware and click the Download link for the BIOS you want to install.
Open the folder where the file was downloaded, then right-click on the file name and select Extract All.
Double-click the file application file that was extracted to begin the installation.
Follow the instructions on the screen to install the BIOS. Make sure you have an AC adapter connected.

Does this bios update remove or make the 12W limit on CPU higher when dedicated gpu is active?

Unfortunately no and neither do later bios updates that released afterwards. However if you are still on version ( 1.20, 1.24 AND 1.25 ) then you should definitely update to at least 1.26 or up. The latest update ( 1.30 ) is also a safe bit.
