Aspire 3, 315-21 won't Boot up, Just Hangs...

I have an acer aspire 3 series 315-21. Turns on, Acer logo appears, and hangs, with an infinite circle spinning, below the logo.

Keys are non responsive, i.e., F2, or F8. Just hangs, have to power it off.

Any ideas on how to bring up?

Try the below step and check

power drain: Just check the back of the unit, you can find a pin hole , unplug the charger and turn off the unit. now put a paper clip in the small pin hole and press and hold it for 30 sec.

Look at the caption as that is where the "Emergency reset hole is - so insert a paper clip to the hole for 12 sec to force the computer to turn off and re-start." IMPORTANT: Remove AC power before performing an emergency reset.

If that doesn't work, then take the ram cover off and take the ram out, as that could be faulty? Reboot the laptop without the removable ram module, as your laptop has inbuilt ram and will boot. If that's not the problem and that doesn't fix things, take the whole back cover off and unplug the battery and the bios battery and leave them unplugged for 5 min and reconnect both and reboot the laptop, as that should boot your laptop, as resets a frozen super IO or a bios. Otherwise take your laptop to Acer and get Acer support to diagnose your laptop or an experienced tech in your area.

last time i did a disk check a couple of days ago, with hdsentenial , it show the drive was failing, very soon, 504 bad sectors..etc.

Could that be an issue, more than likely?

Yes, that could be a big factor if you have the boot drive OS of the Win-10 Home on a 2.5" spinner HDD SATA III 6GB/sec type drive as they are prone to faults/failures and just stopping (its happened to me a few times and I needed to get the HDD recovered by a tech who recovered 99% of all dat) as that drive could have failed and its not booting. Note: if you have any valuable data on this drive, then take the drive out immediately and don't stress it out further and take it to an experienced data recovery tech that can recover even 100% of your drives valuable data. I advise you to not attempt a recovery yourself, as you will damage the drive beyond recovery.

After the above, you have two choices, fit a 2.5" SATA III 6GB/sec SSD drive or an M.2 B&M end key type drive of SATA III 6GB/sec (that are only compatible with the A315-21 laptop) don't buy a PCIe 3 x2 or x4 type M.2 drive, as it won't work with this laptop. As after you do a clean install of Win-10 Home that came OEM with your A315-21 it will work perfectly and 100%.
