I just bought Acer Swift 3-314.
I noticed, when charging, the fan always running, sometime getting a little bit loud but didn't happen while on battery.
I download cpuid hwmonitor, and I noticed that CPU often running at max value (4000 Mhz) while only ~1800Mhz when on battery. And it's starting to get warm, The temp goes to almost 70°C when charging while only around 44°C when on battery. All i did is plugged and unplugged the charging. Is this normal*?
*This is my first (new) laptop. I've been using 15years old laptop before.

Your SF314-43 model series uses this for setting the fan speed:
As you can see the speed is modified to match the CPU temperature. Often the charging process raises the overall system temperature some, which is reflected in a higher CPU temperature. More often though when you are running on battery the power options have the CPU throttled, which lowers the temperature, and when running on AC power the CPU is allowed to run at full speed, which raises the temperature. Run one of the CPU temperature display apps (I use Core Temp) to see what is happening with and without the charger connected. As you can see you shouldn't reach full speed on the fan until you hit 90C, but once there it doesn't drop back down until you get to 62C.
What is the exact model? Example SF315-52-58VH.
I'm using SF314 SLV -43.R8PQ with Ryzen 5 processor
You can try to reinstall the battery drivers to check if that makes any difference.
NOTE: Make sure to reboot the laptop after uninstalling the driver.
You can also try to reset the BIOS.
How do I reset my BIOS/UEFI to default settings?

Turn out there is another problem (blue-screen and WiFi not working) with my unit and got new replacement from the store.
they said temperature and fan noise actually normal behavior from this laptop while charging. My new unit have this kind of behavior even though I notice it didn't as hot or as noisy as before (I'm not sure though, maybe just my mind playing trick)

Have you checked the temperatures with hwmonitor?
Well, they actually the same around 71°C, so I think this is normal.
Yes, that's pretty much a normal temperature.
