iIt is a try and mistake proccess. Here is a howto - https://www.windowscentral.com/how-overclock-your-pc-monitor
And no it doesn`t affect fans performance

What is the max? Nobody can tell as even two equal panels will have different limit, it will affect the battery life for sure thou.

Heyy there I have Nitro 5 (2020)-60Hz and I overclocked it for few seconds.
I tried to increase refresh rate from 60Hz and it worked. The highest my laptop reached is 63Hz.
Yes that is just 3Hz more than standard and there I tried 64Hz which made my screen look black and white and started increasing sharpness.
To my foolishness I tried to directly jump to 70Hz but the moment I applied 70Hz the screen blanked out and few thick white lines came on screen so I immediately reverted it by hit and trial method just to protect my screen from any damage.

Conclusion : Just don't waste your time in this method just add 3Hz more because we ultimately can't notice the change from 60 to 63
