My Aspire E15-E5-553G can't use it's dedicacated GPU

I have an aspire E15-E5-553G that comes with integrated GPU Radeon R7 graphics and another dedicated GPU Radeon R7 M340 graphics. The problem is that the dedicated GPU never seemed to function, and its usage on task manager is always 0% even when playing games that require high performance. I am also unable to use it as the the high performance option on windows graphic preference setting. Is it a problem the graphic driver? windows? the hardware?

    When you see 0% in task manager, are the high performance games impossible to play properly?

    It is still playable in my opinion but the FPS mostly varied around 15-20 FPS and maximum 25 FPS while I am playing warthunder with my current setting, sometimes the screen freeze for a second and other times all control and audio are lost for a few second before coming back. The integrated GPU usage varied around 90 to 100% while the game is opened but the dedicated GPU usage is still 0%

    OK.
    (1) Open Device manager again. Right click on the 340 driver and uninstall it. Then exit Device Manager without reinstalling anything. 
    (2) Open Control Panel. Search 'button'. Click 'change what the power buttons do' in left pane
    (3) Click 'change settings that are currently unavailable' near the top of the next pane
    (4) Scroll down and UNcheck the box for fast startup
    (6) Shut down Windows normall.
    (7) Then turn the machine on again and let Windows automatically re-detect the 340 and install a fresh copy of its driver.
