Charging problem Aspire E5-471G

hi, my Acer Aspire E5-471G have a same issue all this time, the problem is my laptop only charge when its off or sleep, but when turned on it goes no charge or blinked charge. is there a problem with the adaptor or the battery? because in the first time i have to buying a new battery(2 times changing the battery) and the adaptor(3 times changing the adaptor) but still have a same problem.

    If the battery is 100% charged then the laptop will not charge when pugged in if the battery is in good order and you are using the laptop on charger pugged into the mains power, as the battery icon in the task bar should say "Battery status fully charged 100%" but if and as you say its "turned on it goes no charge or blinked charge" when plugged then its either still charging so see the battery level charge at "battery icon in task bar" and see if the battery charges and goes up or down? As a battery only charging when off or in sleep mode has nothing to do with your charger but your battery so try to see if a “Recalibrating laptop batteries” will fix your problem? If not then replace the battery as the battery is too old and at the end of its chargeable life. 

    Also and before a recalibration you should do a battery "Report" to do this go Search > type in cmd  and right click > Run as administrator > and copy and paste the following command:

    • powercfg /batteryreport /output "C:\battery_report.html into the command prompt window. 
    Note: that for the pros you can designate the output to any directory. For simplicity, we are placing it in the C:\ root folder.

    Then do as below a recalibration of the battery.

    How to recalibrate the battery

    • Charge the laptop to 100%. Use it until it shuts down and no longer turns on.
    • Immediately recharge the battery. Do not use the laptop if possible.

    # Try to update the battery driver

    1. Hold windows key and hit letter X.
    2. Choose the device manager option.
    3. Go with the option battery.
    4. Under the title battery.
    Update Battery Drivers in Windows EASILY - Driver Easy
    5. Right click on that option ----> Update all driver under the title battery.
    6. Choose "search automatically".
