Helios 300 ph315-52 79h6 Gpu speeds lock after changing in game graphical settings (rtx 2060)

If I start a game and play normally the gpu clock speeds will vary, but if I change any in-game graphical settings, it will lock at 960mhz (base clock) for the rest of the gameplay. Sometimes, after locking, the clock speeds will only vary when changing from loading screens to the game itself or when I close the game. I've already tried to factory reset but it seems like it only solved the problem for a couple of days. Any suggestions?
