Have you tried to click on the "OK" as its instructing you to do? Also are you trying to do a "Clean Install" of Win-10? As and if you are then and as this error notification is saying "that the installation encountered an error" and try the installation again. You must be doing something wrong that is restriking you from doing an install. Have a look at this official Microsoft guide "Start afresh with a clean installation of Windows 10and do exactly as these instruction tell you.

Yes, after I click OK, the computer reboots right back to this same message. I can't get into redo the clean install now as this is as far as the computer will let me go.

Can you get into the BIOS? What about the F12 boot menu?

Actually you need to disable the secure boot enabled option in bios menu

    Hi @SWT,

    Try to do power drain,

    1. Shutdown the unit.
    2. Unplug the cables connected to the unit.
    3. At bottom of the unit there will be a small tiny pin hole with a battery symbol close to it. Take a pin or a paper clip insert into it you feels like pressing a button hold it for 20-30 seconds.

After power drain once again try to get into BIOS.

I could always get into the BIOS. I tried the power drain anyway. I turned on the F12 boot menu from the BIOS and this is all it is displaying. When I click on it it just sends me back to the original screen from the picture above.

I did however use a repair USB to get into some features but so far none of them repair the problem

I think my best bet would be to use the Command Prompt if there is any way to get that to install windows?

Yes, you are on the right track. Boot to the repair mode and go into the command prompt. From there we'll look at the drive partitions. Use diskpart to get as much info as you can from the drive:
    >diskpart
    >list disk
    >list vol
    >sel disk 0
    >list part
Capture the results of those commands and let's take a look at them. The next step will be to see if there's an issue with the filesystem on the C: drive. Try copying files off it to a thumb drive to verify you can read it, then copy a file off the thumb drive to the C: drive to verify you can also write to it.
