Here are a few steps listed below, let me know how this works.
    >>>Uninstall and reinstall the Windows Hello drivers from Device Manager
Go to Search, type device manager, and open Device Manager
Find your Windows Hello driver, right-click on it, and select Remove driver software…
    Restart your computer
One the next startup, Windows 10 should automatically detect Windows Hello, and install the latest driver for it
Once Windows 10 installs the driver again, try running Windows Hello to see if the issue is resolved

    >>>Search in the start bar for 'Device Manager'
Under 'Imaging Devices' right click on any software relating to your camera, this is where I found the IR camera software, and select 'Update driver'. I also found the regular camera driver under 'Camera Devices' and did this process for that one too.
Allow your computer to search online for updates and install what you find.
Let your computer restart, and the problem should be solved.
    If issue persists

    >>>Open the Settings >  Accounts > Sign-in.
Find Facial Recognition or Fingerprint > choose the Remove.
Get Started > follow on-screen instructions > reset the Facial recognition and Fingerprint settings.
Reboot your PC to fix Windows Hello not responding to the update.
