are both programs needed for running games?
or would it be better to disable one of them?

     You should not disable any of them. The integrated GPU (AMD Radeon) keeps your desktop running and uses less power, but the dedicated one (Nvidia) starts to work as soon you run a game that needs high-end graphics. You should not interfere with any of them, your Laptop automatically chooses the best one for every application you have on your system.

    How can i get AMD Radeon software which was already in the laptop because i accidentally uninstalled it, i have ryzen 5 4600h with gtx 1650
