My Laptop is not charging, even though it says Plugged In, Charging Acer E5-473G

Like the title says, i plugged the charger, and it says Plugged In, Charging. But infact it doesn't charge at all, the percentage doesn't go up, it stays at 0%. And if the power goes off, the laptop also goes off.

Have recently replaced the battery with a new one
because i thought the problem was with the battery. But that didn't fix the problem.
I also tried using other charger but that still didn't fix it.
Tried the instructions found on the internet like uninstalling the battery driver, removing the battery and reinstalling it. But all that is futile. What could be the actual problem?

My laptop is Acer E5-473G

    Try to boot from a ubuntu live USB and see if the problem persist (try without install). I say this because you need to figure out if it is a windows related problem. If the problem is still there, most likely is a hardware problem and you need to go to a repair shop.

    i also guessed something like that, i thought of reinstalling the windows but that takes too much time, then i decided to just change the Harddrive using another laptop's harddrive that already has windows 8.1 on it, but the percentage still doesn't go up, and my harddrive installed on other laptop and it could charge just fine.
    I'm guessing the problem was with the DC Jack? there's another problem that might be related to this one, the light indicator sometimes go blinking on and off and then stopped charging power this happens when the game is heavy that requires higher processing power. This problem exists even before it couldn't charge any power into battery.
