Free space is not the same as unallocated space. The fact that your OS is reporting 100GB free indicates to me that you have 100GB of unused space in the current partition. While it may be unused, it is already allocated. In order to use some or all of your unused space to create a new partition, you need to do two things:

    1. Ensure that the unused space is contiguous.

    2. Move the contiguous space to either the beginning or end of the partition in which it currently resides. (Best to move it to the end.)

Once you have done this you can shrink your current partition and simply create a new one in the resulting unallocated space. Finally, assign a drive letter.

You will need software to achieve this. While I've not tried it, you may want to risk Administrative Tools > Computer Management > Storage > Disk Management. Alternatively, Google for other disk management software.
