Nitro AN515-55 CPU underperforms under load, turbo boost not reaching 4.5GHz

As shown in the video, everything maxed out on power settings and while turbo boost is on (it should be 4.50ghz with turbo boost and base of 2.50). On idle without any processes it runs fine with 4.4Ghz but when CPU is stressed with anything (games or cpu-z) it locks itself to max of 3.5Ghz. is the problem temps or something else? (i've tried multiple operating systems)

Laptop specs: Acer Nitro 5 AN515-55 GTX 1660Ti i5 10300H 16GB of RAM Tried on both Windows 10 and 11.

    Make sure that you have repasted the cpu and the gpu and vram chips consistently, if you game allot repaste the cpu/gpu every 3-4 months, as that is critical for best performance and good thermals for the cpu and gpu, for normal use, repaste every 12 months, as gaming stresses the thermals in a laptop allot.

    Your Nitro 5 AN515-55 is a very similar laptop to my AN515-56 11th Gen i7-11370H cpu /RTX3050 gpu and what I've done for best results is repasted the cpu/gpu and vram with these Thermal Grizzly products below, which have helped temps and performance considerably, so maybe you should try this and see if the cpu will perform allot better in gaming with better thermals.
