CPU drops to 400mhz (not thermal issue) on my Aspire A715-42G

As the title says, my CPU clock speed drops to 400 MHz every now and then even if I'm 1000% sure it's not a thermal issue since I have a Llano v12 cooler and AC in my room. OSD/HWinfo also shows my temps to be just merely 50-60+ since it also happens even if I'm just browsing.

Steps I already did:

  1. Rolled back and updated drivers
  2. Made sure temps are low
  3. Cleaned the inside for dirt and dust
  4. Toggled between performance and balanced power mode
  5. Power plugged

    What is the exact model of your laptop, as that would help to know exactly which laptop you are talking about? Also be aware that any laptops that is used for prolonged hours of either normal use and especially gaming laptops, need their thermal cpu. gpu paste changed at a max interval of 3-4 months and for normal usage at least at a max 12 months, and vram paste changed at 12 months, as this is crucial to maintain a good thermal temperature balance. If you haven't done that, then I suggest that you do this first.

    Also, its normal for a laptops cpu to drop to that 400mhz cycle every now and then, as its going through its cycles or the cpu is not being used, I don't know where you are seeing the cpu cycles of that 400mhz, but its also the app that could have that delay and that is why you are seeing that delay.     The model is an A715-42G GTX 1650. The thing is that it drops to 400 MHz even if I'm in the middle of gaming or moderate system utilization, so I'm sure it's not supposed to dial down clockspeed for power savings. I also regularly clean my laptop, changing paste on contact points that use TIMs. The app I'm using is just so I could find the culprit in the first place when I first encountered the random stuttering/slowing down issue that lasts 3-5 seconds, which is very bad, especially when in the middle of a meeting and I'm talking or in the middle of a ranked game where every second matters.

    The throttling is even present even if I just fired up my laptop to start my day. and just started to open a browser. So what I found is that all my stuttering is caused by the CPU clocking down to 400 MHz for a few seconds. I even tried to force the CPU to just run at a constant maximum clock speed and see if it would make a difference, but still it manages to dial down to 400 MHz. I'm also not exactly new to this, but I thought that maybe this is a one-off for this model or a lemon, if you want to put it that way, so I posted here, and maybe I'll get some feedback from other users for this model if it's also present on their laptops. My other experience for this was all related to thermal issues on a friend's desktop/laptop that I attended to and also my desktop, though in this case I'm sure it's nowhere near related to thermal issues, as my temps are way more than good either via monitoring tools, the air that comes out of the cooler, or to the touch. Any input would be appreciated.

    Your Acer Aspire A715-42G is a 2021 released Acer mid range type of a laptop, its NOT a full on gaming laptop, if you haven't changed the main battery yet, then I suggest that you do that asap as that contributes to normal and especially gaming performance drops and could affect the cpu's performance, like you are experiencing. If and after you replace the battery, and you still get this cpu throttling and 400mhz issue, then its the actual cpu that is faulty which can't be fixed and you will have to make do with want you have.

    Remember that its economically unviable to replace the cpu in your laptop, as Intel does not sell these cpu's for notebooks new, and there are none available online, as these laptop cpu's or dedicated gpu's can be replaced by a technician if you have the part, but its such a waste that it can't be done due to lack of parts available. Or and if your A715-42Gs cpu give up, then you will need to replace the mainboard with a new board, So good luck and hope it works out for you.

    These are the A715-42G batteries and the mainboards for your reference if you need to replace the mainboard, but make sure you replace the battery.
