Laptop GPU thermally throttles but does not reset to normal clock speed in Nitro 5 (AN515-57)

Whenever my Acer Nitro 5 (AN515-57 2022) RTX 3050 Laptop GPU thermally throttles, it never resets to its normal clock speed after its done. It just stays unbelievably slow until I have to go into the device manager, disable the GPU and then re-enable it (not even restarting the PC helps).

I know this because if I use GPU-Z my idle GPU clock speed is 1500mhz. When Blender rendering during throttle, it will be around 1300mhz. When Blender rendering outside of throttle, it will reach up to nearly 1900mhz. Not only that, but renders that last 9 seconds outside of throttle last 54 seconds.

I have already tried downloading OEM drivers (yes I uninstalled with DDU), I have tried exploring the BIOS but nothing is there that would help, I've updated chipset drivers, I've even tried UPDATING the BIOS but they were already up to date. I have scanned with an antivirus, I've tried just Windows Defender, I've done loads of things but this problem still affects me. My laptop has thermally throttled before but it's never not reset until a certain point in 2024.
