How to connect to public wifi? I have a Chromebook 714.

I have a Chromebook 714. I cant connect to public wifi. The home wifi has no problems but when I go out to Panera to connect I says "it may have a captive portal and wont allow me to connect. At one time I could connect and I had done a factory data reset for the same issue before. Why is this such a pain to connect to wifi?
