Aspire AV15-53P Thunderbolt Type-C HDMI Only Works When it is Plugged in at Boot

I have tested this on both Windows and Linux (Debian).

When I plug a type-c to HDMI cable into my laptop and an external monitor after the system has booted, it doesn't get detected. I have checked dmesg -w on Debian and it when plugging it in and out, it doesn't log anything (it does log other Thunderbolt devices, such as Ethernet with a type-c hub).

However, if I plug the type-c to HDMI cable in before I boot the system, on both Windows and Linux, I am able to use the display perfectly fine.

but that doesn't arrive at any solution. I have tried disabling Windows Fast Boot, this did not help. Any ideas?
