Do a Startup Repair first in the Win-10 Advanced option and see if the boot files for the Win-10 OS can be repaired. See this guide for the full instructions of how to get into the Advanced options below and then use the Startup Repair.

If the above doesn't work then your Aspire ZC-700 AIO 2.5" mechanical SATA III drive has a faulty Win-10 OS, if you have valuable data on this drive DO NOT try to do anything else to corrupt the data on the drive, take your 2.5" SATA III drive out and take it to a recovery technician that specializes in recovering data as they will and can recover 100% of the drive data, as your 2.5" mechanical drive could have a faulty head or platter that they can recover data by changing your drives components and make it functional.

If you don't have valuable data on this drive, do a clean install of Win-10 and update the OS to its last OS build and see if the 2.5" SATA III boot drive is operational and its not your OS that was faulty. Otherwise I suggest that you buy a new 2.5" SATA III SSD and do a clean install on that and use this drive as your new boot drive, as an SSD drive will be allot quicker than your old Aspire ZC-700 AIO 2.5" mechanical drive and will make your AIO boot and function allot quicker.

If Startup Repair doesn't load you might be looking at a failed drive. When the Acer splash screen has been up for a bit, do you hear any beeps or see the juggling balls? If the balls start then we know that Windows is trying to load, so the EFI file was loaded, if the balls never start and there is no POST errors (which give the beeps) then likely it's not able to load the EFI file from the drive.
