Veriton X Desktop - VX4665G-I7970S1will not power On. Any suggestions?

I Thought I would check if you have any ideas as to how to fix issue. Last night I shut down this acer veriton and un plugged it. Had bad thunderstorms coming. Today I plugged it in and turned it on. Nothing happened. Will not power on. Fan not coming on. Tried different power cord. Nothing. Opened cover to check for lose connections and no loose connections. Any suggestions? Thank you

    Try and reset the VX4665G desktop first, take the cord out of the main power plug, then and first CLEAR CMOS (see below) by moving the fuse to pins 2-3 CLEAR from pins 1-2 NORMAL monetarily and then move the fuse back to pins 1-2, then take the bios battery out and the ram out too, leave the desktop like that for 15min so that the desktops EC, Chipset chips reset, reconnect everything and reboot the desktop as the PC should boot properly.

    If the VX4665G doesn’t boot, then you have a main power rail fault at the 6pin ATX1 plug or at the 4 pin ATX2 plug that are shorted and not allowing power from the PSU to turn the mobo on and its stopping the desktop from booting or the PSU is faulty, so check those aspects of the desktop and see if they are faulty or take your desktop to a qualified technician so that they can pinpoint the exact fault.     Thank you for the replies. I did the paperclip test on the PSU and it failed. I ordered a new PSU. Now only the fan on the motherboard comes on. Monitor is blank as if computer not on. Since the hd is ssd not sure if computer is booting. I know the monitor works as I tested it on another computer. I noticed the new PSU smelled burnt so I am wondering if it's defective. Any suggestions are appreciated.
