Acer aspire T3 715 CPU cooling fan not spinning, what could be the issue and how to solve it?

Have 2 T3 715 PCs on my bench top. PC-a is used daily. PC-b is used once a while, maybe 1 to 2 hours in 2 or 3 days. This has been for about one year. Opened today the case of PC-b for changing a storage-hard-drive, found the CPU cooling fan not spinning. Other things, keyboard & mouse and USB ports all the hard drives are all running normally.

What seems to be the issue and how to solve it, please?

    Maybe BAD fan, will it turn manually ? If hard to turn then bad, needs oil but new replacement fans are cheap ?

    What's the temp inside the unit, maybe TOO COLD to run ??

    Check that the plug is SEATED.

    You are right. The room temperature was low and the temp of the machine was probably 13~15 degrees C. And being not used for 2 days, the lubricant in the fan might be thickened. I powered on the PC and let it warm up for about 4 minutes and the fan started to spin at 61 degrees C. I used the PC for 3 hours and found everything normal.

    It has a temp sensing unit in the control circuit that regulates the fan speed and on/off state.
