Laptop Stuck on 'Restarting' After BIOS Update. How to Fix?

My laptop originally had BIOS version 1.16. I downloaded and installed BIOS version 1.23, but my laptop is now stuck on a screen that says 'Restarting' for over two hours. What is the best solution to resolve this issue?

    Did the bios version 1.23 update finish completely and the laptop was rebooting to the OS? As if the bios flash rebooted in that state and after the version 1.23 finished then its safe to turn the laptop off and reboot the laptop again, as you haven’t disturbed the bios flash mid-way through, as that is the only thing that will brick your laptop.

    But you need to make sure 100% that the bios flash finished and the bios update was rebooting into the OS after it was updates, as and if the laptop rebooted midway through the bios flash, your laptop is bricked and that is why its not restarting. So be aware of these factors, as I can’t guarantee and/or take responsibility if your laptops bios chip is bricked if you turn your laptop off and restart it in the "reastarting" phase.

    If the bios is bricked get a technician to either reprogram the chip or replace the bios chip for whatever laptop you have, as you haven’t stated what model this laptop you have. Good luck and hope this helps you out.

    Thank you for your help! The laptop has been successfully updated and is now running the new BIOS version. It just took a long time to complete the update.
