When trying to turn on the computer, the fans start and then turn off. After several attempts, the computer powers on, but Windows does not boot (files are corrupted). After reinstalling Windows, it works a couple of times, but the problem returns. The RAM has been checked with MemTest86 and is fine. The hard drive also shows no errors. In the OCCT software, the motherboard voltages are significantly lower: 8V, 3.5V, 2.2V. However, in the BIOS, all voltages appear normal, and other programs do not show these discrepancies. What would you recommend?

    Having the fans start, then turn off, without showing the splash screen is usually an indication that the BIOS isn't able to load. That can be caused by a corrupted BIOS or a bad SPI flash ROM. Those voltages are set dynamically by the system while running, so not a good indication of anything wrong. Your system is from the 2022 model year, so it's unlikely to have a bad CMOS battery, which can cause ROM corruption on occasion. It looks like it's time to bring a technician in on the issue. They may be able to test the SPI chip and perhaps reprogram it… You could first try clearing the CMOS, then entering the BIOS and doing a reset to factory (F9) followed by save and exit (F10).
