How to boot laptop and activate monitors automatically with Dell lock?

I've got my new laptop hooked up to a Dell dock. It's an Aspire 3 with Windows 11. The Dock has 2 monitors on it. I have 2 questions one is how do I get the laptop to boot when i turn on my power strip without opening the lid? I already tried looking in the BIOS and enabling 2 features but they didn't work.

My 2nd question is how do I get the monitors to turn on without having to unplug and plug the Dell dock back into the computer?

You cannot operate this laptop like a Desktop, you need a Wake on Power option in BIOS and disable somehow the lid Hall Sensor which will burn the laptop if the lid is closed (over heating from screen). Not knowing the Dell dock type nor your Aspire3 laptop model and 2 external monitor ports (HDMI or DP), I cannot possibly advise you on your second question.
