Greetings!

I have an Acer Predator Helios Neo PHN18-71

laptop. Lately, if I want to turn it off from the start menu, it starts shutting down after about 20 minutes after issuing the command, which takes it another 0.5 hours.

Further in the Predator Sense app it doesn't always see if the charger is plugged in, because of this it doesn't allow for example to switch to turbo mode, only balanced and eco mod are possible

This is a new laptop; I recommend bringing it to Acer Services in your country to reset the system to factory default, include the power adapter.

It is possible that you may have a corrupted system file, which can prevent the proper shutdown of the laptop, or it could also be an error in the hard drive.

You can try running 'sfc /scannow' in command prompt and it will automatically scan and fix system error if there are any. And also run the command 'dskchk'.

You can go in control panel and then in 'view by' choose large icons. After that go in 'troubleshooting' and then click on 'fix problems with windows update'.

Make sure your laptop is running the latest version of Windows and all drivers by checking for updates in  Settings. Adjust your power settings in Control Panel by selecting a balanced or high-performance plan. Disable Fast Startup by unchecking the option in Power Options. Reset the BIOS to  default settings by restarting your laptop and pressing the appropriate key during startup. Check for any  unusual background processes in Task Manager. Ensure the charger is properly connected and not  damaged, and try  using a different compatible charger. If these steps don't resolve the issue, contacting Acer support.
