Shutting down a laptop with Fast Startup enabled does not result in a complete shutdown. Instead, it enters a hybrid hibernation mode, saving system files and drivers to speed up the next boot. This means some components remain in a low-power state, leading to slight battery consumption and potential issues with updates or hardware changes not taking effect. For a full shutdown, it's recommended to disable Fast Startup in the power settings

No, for that reason Microsoft recommends disabling both Fast Startup and Hibernate as these options interfere with Windows Modern Standby protocol. To disable these 2 options, go to Power Plan or type in Search "Change what closing the lid does" and if you don't see these options click on "Change settings currently unavailable" uncheck "Fast Startup" and "Hibernate".

Fast Startup is a mix of Hibernate and Sleep mode also called Hybrid mode and is disabled by default when installing Windows11 23H2.
