I have turned off fast startup from control panel and fast boot from bios and it’s still making the noise. I’m very worried and can get my mind off it. It’s a light buzzing noise coming from the vents on the side opposite the fan, please help me

It could be the cooling fan or a coil whine that is caused by a power-regulating component or an inductor, in your laptop that is causing its electrical wiring to vibrate at a variable frequency.

Do a Hard Reset of the laptop by unscrewing the screws of the back cover, pry the right edge back cover side first to release the latches of the back cover and pry the back cover open, take the main battery out first, disconnect the bios battery and then short the bios batteries + & - pins at the mainboard plug and take the ram out, leave the laptop like that for at least 1 hour (preferably overnight) and then reconnect everything as this reset the laptop and it should stop the buzzing noise.

If the laptop still buzzes, then take your laptop to a technician as it needs to be analyzed where this sound and which component is faulty to make this sound. Good luck and hope this helps you out further.

Some laptop owners with similar problems say that it is a quality defect of insulation of the windings / capacitors on the motherboard / gpu / cpu or even of current / voltage regulators, psu, of the GPU, etc.
Look at the metal heatsinks on the graphics card and CPU and see if they've collected dust. It's also good to check the intake vents at the front of the PC to see if any dust filters are clogged. If so, use a can of compressed air to clean them out.
