Have you checked if the battery is properly connected and the charger is functioning?

Its a bit hard to advise you if you don't state the exact Aspire 3 model number, as there are many Aspire 3 models on the market. Do a Hard Reset first to see if the latops EC chip is not frozen that governs the charging function commands. Take the main battery out and the RTC/BIOS battery out, short the BIOS batteries + & _ pins at the mainboard plug to reset CMOS and take the ram out as that can contribute to this problem also, leave the laptop like that for at least 1 hour (preferably overnight) and afterwards reconnect everything back togther but with only 1x ram module (if you have two) and see if the laptop boots and charges peorperley.

If it doesn't, and your Aspire 3 is more than 3-4 years old then the battery needs changing to a new battery as that could be the reason for charging faults, if its not the battery, then you have a problem in the internal charging rail that circuitries like a mosat, capacitors or a resistor has shorted or burnet out that stops your laptop from charging and it needs inspecting and changing by a technician.

Hi, both LED flashing at the same time usually means hardware issues like the power adapter is bad or if you use a universal USB-C charger the power is insufficient to charge the battery. If you think that is not the case I recommend bringing the laptop to Acer Services in your country.
