CPU fan running really slow in comparison to GPU fan

Hi, yesterday I opened my laptop and was greeted with a strange buzzing noise along with my laptop vibrating. I figured it was dust, so I removed the screws of my laptop and cleared a sufficient amount of dust particles. After screwing the laptop back together, I found that it worked fine for some time, but then it the sound came back again. I opened Nitrosense and found that the CPU's fan was running very slow while vibrating about and creating extremely loud noises, while the GPU fan was running just fine. When I set the fan settings to maximum, the CPU's fan runs decently at 5400 RPM, albeit with a weird buzzing sound, while the GPU fan does the same minus the sound. Sometimes, it can drop down to as low as 300 RPM. I'm really confused because this has never happened to me before, and the range of RPM that it can fluctuate around in is astonishing.
