I was noticing that my CPU and GPU temps where very high even getting to 199° and I wanted to see what was the problem and clean my fans which I had never done at that point. So I turn off my laptop unplugged the charger and opened the back and removed the fan screws and unplugged the cables connected to them and removed a lot of dust buildup connected the wires. I did not unplug the battery before doing this and when I put the case back on and pressed the power button nothing happened. Whenever I plug in the charger and hold the power button the charger light comes on and if I hold the power button for a few seconds then power light will come on and after a few seconds they go off, sometimes the charger light will stay on until I hold the power button. If anyone can help me thanks.

You always should disconnect all power including batteries when opening electrical appliances, not just for your personal safety (electrical shocks) but for laptops to protect the motherboard from stray currents and possible short circuits when cleaning/unplugging components. I recommend bringing the laptop to Acer Services in your country as the overheating may also have damaged the CPU.
