chromebook spin 311 screen flicker

I bought this Spin 311 a few weeks ago. Updates and hard reset have not resolved a flicker at the bottom of the screen.

The flicker does not show up on screen recordings made with the chromebook itself, so I took a short iPhone video of the screen and attached it below. Basically, an image of the very top of the screen starts to pop up at the bottom, then it goes away.

Many help threads say to try changing the resolution, but a settings search for "resolution" returns no results.

Thanks for any help.

Needless to say, you don't really have a BIOS to get into on a Chromebook, so it's a lot harder to verify that the issue is hardware rather than software. If you have done a powerwash (which is what I assume you mean by a reset) then you have pretty much removed the possibility that it's software. Contact Acer support and get a ticket started unless it's been a short enough time since purchase, in which case you can just swap it out with your vendor and have them go through the warranty process while you work with a new machine instead.
