Booting to Safe mode in Windows is done by holding down the Shift key + clicking on Restart in the Start-Power icon on the task bar.
Do you have BIOS version 1.24? Set Supervisor password in BIOS Security tab, use Ctrl + S to show some hidden options. Note that the mouse-Touchpad is not working in BIOS. you have to scroll with the arrow up/down keys. If you cannot solve your problem, I recommend bringing the laptop to Acer Services in your country to reset the system to factory default for a small service fee.
