Out of nowhere the fans start spinning fast, even at low temperatures. What could it be?

I recently replaced the thermal paste with the PTM7950 thermal pad and the temperature is fine. The fans keep giving these speed spikes and sometimes they don't slow down again.

    After taking the thermal module off and repasting the cpu/gpu, you have to make sure that the laptops thermal module is making 100% contact with the cpu/gpu and the vram chips and that the thermal module is dissipating heat fully, as if it doesn't, then the laptop temp sensors trigger the fans to work harder and that is why they spin faster. When repasting its advisable to clean the old paste and pad material off completely and redo everything with new paste and pads and to make 100% sure that all the thermal module makes 100% contract with the cpu/gpu and vram chips.     It is mostly from the chipset temperature that triggers the fan to run faster. You can try disabling the ethernet driver to see if it helps.
