The current Win 10 is: Microsoft Windows 10 Home (x64), Version 22H2, Build 19045.4412

I have run the app in Win 10, and it indicates the following:

Thank you.

Manually we can do some configuration and turn off windows 11 requirement check then you can install it on your laptop using bootable usb. You can get many youtube videos on this topic.

However, I don't recommend to install windows 11. It will slow down your laptop and there's nothing new except ui. Windows 10 is far better than 11 currently and it's stable.. I downgraded to windows 10 on my laptop. It's useless decrease performance and many bugs.

    Now you need choose

That is correct, you have a 4th generation Intel based system and Microsoft requires an 8th gen or newer for Windows 11 support. As suggested there are hacks to get around it, but when you do that you will no longer receive updates. Best is to upgrade to a machine that's at least four newer newer than the one you have, or continue on Windows 10.
