I did .net preview update for windows 11.Then disabled mobile devices from startup to prevent "app is preventing to shut down".After these actions the text is gone, but now it takes more time to turn off.I was worried.I can also turn on while shutting down more like a restart. Is it caused by .net update or mobile devices app?

If you are referring to April 24 KB5037591 .Net update, that has got nothing to do with the system not shutting down, there is a rogue program that won't close, an app that is updating, backing up to Cloud or you are forgetting to close something like Notepad. To find out what causes the shutdown delay, have a look at Critical errors in Event Viewer at the time of the last shutdown and also look at the Error Report in Reliability History (copy to clipboard and Notepad to read).

The long way to find the rogue app/program is to Clean or Safe Boot with MSconfig.exe: https://www.thewindowsclub.com/what-is-msconfig-in-windows and disable all non-Windows services, click Apply and reboot. this will shut down very fast. Then Open MSConfig.exe again (note that Safe Boot stays active till you remove the check mark and click Apply) and enable one by one (or two at the time) services, click on Apply each time and reboot till you find the service that won't close. A very tedious process. 😑
