If the two systems run on the same Windows versions, get a large 2-4TB USB backup drive like a Seagate Backup Plus for $80+ and backup the complete Desktop drive with W7 BU-Image (Control Panel) to the Seagate (VHD file) and restore that to the laptop drive. If you have different Windows versions or only interested in the data from the Desktop, mount the VHD image file in File Explorer on the laptop and copy the folders and files (not the system files) to C:\

It would help if you would tell us what exact model your 2019 laptop is, as a 2019 laptop is operating on a Win-10 Home OS. The best thing to do is to clone the old boot M.2 SSD drive onto a larger like 2TB M.2 drive (don't use a 4TB SSD M.2 drive as allot of these drives don't work on older laptop, so use a 2TB M.2 SSD) and then you can upgrade your laptop from Win-10 to Win-11 if its a compatible laptop that has the 8th Gen upwards cpu and the laptop has a TPM 2.0 chip mainboard, as then your laptop is Win-11 compatible, but remember that a 2019 laptop does not have Win-11 specific drivers which could be the problem that you will encounter for future use of the Win-11 OS that could cause problems. Good luck.
