How is the CPU fan regulated? Acer Predator Helios 300 PH315-51

Hi all, i have a little issue with my CPU Fan.

First, i started noticing a slight overheating (Predator Sense showed 90degrees+), so i went to have the Heatpaste changed and reapplied, as well as cleaning of the fans, as many forums suggested.

Now i got my Laptop back & noticed the CPU fan is not running anymore (see it from underneath and in Predator Sense, there is no movement).

So my question is, if someone knows, if that is normal behaviour for the fans? Since i got the Laptop back, the heat is around 80degrees while in usage, so it didn't help much with the new heatpaste really.

I've read that the CPU fans should turn on and off (if it's to hot inside or cool enough), but i didn't see the fan running at all (even when starting a game and letting it run for few minutes). As this was the first major cleanup in almost 7 year, i don't really remember if it was this way before.

I also noticed, that the CPU heat goes up as soon as the laptop is plugged in, when runnning on battery mode its goes down to below 60degrees (when plugged in between 75-85degrees)

Might it be that the Fan got damged somehow and needs a replacement? Or might it also be a partially loose connection? Appreciate every help..

The Laptop was bought in mid 2017, if it helps somehow.
