    If your total installed RAM is already at the maximum 16GB there is no way to increase VRAM as this is controlled by Windows that proportionally allocates VRAM to iGPU.

    And what if i have only 8 gb, can i add more ram and vram?

    Your Jasper Lake based system allocated video memory at the chipset level. You can change the system memory from 8GB to 16GB or even 32GB, but the memory allocated for video will stay at the same 128MB, I believe. That amount is adequate for anything the builtin GPU needs, even if running two monitors.
