Hi. My acer aspire 3 a315 laptop is not charging, plugged in but charging rate is 0. I found a topic at the forum and the problem was a broken fuse. He said that there are 4 Black fuses under the battery connector, can someone show me where is them through the photo please?

There is no fuse in this laptop, there is a pinhole in the back at the right edge with a small battery sign for a pin to reset the battery:

The power adapter plug may have a fuse but you wrote the adapter is working? How old is the battery, if more than 3 years consider replacing it. Try to reset the battery first by pushing the pin gently vertically in the pinhole at the back of the laptop (with a small battery sign) till you feel it click (microswitch) keep pushing for 5 seconds and release. Boot and check if the amber battery LED come on. If still no charging boot to BIOS and reset BIOS with F9, save changes on exit. Boot to Windows and uninstall these 2 battery drivers (red circle picture), reboot and check again.

Last resort is opening the laptop and disconnecting the battery. Take the coin battery out of the CMOS module (your first picture, bottom right with the 2 twisted red and black wires), shorten the terminals inside the CMOS capsule with a metal wire or bended paperclip for a second and replace the coin battery. Press the power button keyboard down for 10 seconds to discharge statics, reconnect the main battery and try again to charge.

There is NO such thing as fuses above the battery plug, that is incorrect. The only fuse is a soldered fuse in the main battery itself and when the battery gets locked, that fuse overheats and melts the solder and trips the fuse. That is why your battery doesn’t charge, or the laptops charging rail is faulty. See this You Tube guide on How to Repair Batteries that are locked and also a laptop that its charging is faulty, as these are good guides of what happens.

You need to take your laptop to an experienced technician who has all the tools to diagnose your laptop, many technician also have a battery analyser that can test your batteries charging state and unlock a locked battery, but mostly a locked battery is caused by its soldered fuse on its mainboard that the battery needs to be opened up, as the battery has a tripped fuse and the battery is dead and can’t be charged, or its because your laptop charging rail has shorted the battery fuse out also or one of your batteries cells is not charging properly and the same as the other cells and it overheats and trips the battery soldered fuse out. Good luck and hope this helps you out.
