What is your Power Plan and have you changed the Advanced Power Plan settings like maximum Processor Power state?

What is the frequency that you are seeing? Your processor has a max of 4.5ghz.

You will not achieve this in Windows 10/11 without setting your battery performance setting to Max Performance. To optimize your processor’s performance without setting your battery performance to Max Performance on Windows 10/11, you can adjust the power mode. Here are the steps:
    Open Settings.
    Click on System.
Click the Power & battery page on the right side.
Under the Power section, use the Power mode setting and select the option that best suits your situation:
Best power efficiency: Preserves the most energy lowering the system performance. This option will offer the most battery life if you use a laptop.
Balanced: Windows automatically balances energy and performance for an optimal experience.
Max/Best performance: Uses the most energy increasing the system performance.
Please note that adjusting your power mode can affect your laptop’s performance and lifespan, so proceed with caution.
Disclaimer: Always remember to keep your data backed up when making changes to your system settings.

I have high performance, the highest setting that is available, but the frequency does not rise above 2.4 GHz
