My acer aspire 3 won't go past the logo how do I fix this?

I tried to reset my acer aspire 3 for a friend to give to them but then I undid the reset as he said I could just make another profile for him, I did thst, turned it off at 1% reset and turned it back on and it said it was undoing my reset, now It just flashes the acer logo and turns the screen off and on on repeat non stop, how do I fix this? I can't give it to my friend like this

    "Reset this PC" failed, and the system is corrupted probably because you interrupted the Reset (turned off the laptop), reboot and try pressing Alt+F10 as soon as you see the Acer logo, this will start the Troubleshoot menu again with Advanced-"Reset this PC". This time select "losing all your files".     Can you get into the BIOS by pressing the F2 key? You need to get into advanced options and “Automatic Repair” on your laptop, to do that try these steps:

    1. Access Advanced Boot Options Windows 10 with Shift + Restart - another easy way to access Advanced Options window is through Shift + Restart. You can click Start -> Power, press and hold Shift key on
      the keyboard and click Restart button. This will take you into the Advanced Startup Options menu in Windows 10.
    2. Hit F11 to Access Advanced Startup Options Windows 10 - you can hit F11 key on the keyboard as soon as the computer powers on, and this can help you access Advanced Options menu in Windows 10.
    3. Turn Off and On Windows 10 PC 3 Times to Access Advanced Options - press the Power button on your computer to start your computer. When you see the Windows logo during booting, immediately press the Power button again to shut down the computer. Repeat the power-on and power-off operation 3 times. In the third restart, your computer should enter into Windows Recovery Environment (WinRE).
