I bought my acer nitro 5 a little over a year ago now, and it used to run really fine. I have a friend who has an acer nitro 5 as well, which he's had for around 3-4 years now, he has an i5 9300H, i have an i5 11400H, and we both have the same GTX 1650 GPU.

My issue is finding a reason why he's able to play games at a much higher quality than I'm able to. Some games, for instance, I have to run on low, and still get stutter, while he's able to run them on high with little to no stutter. If anyone can help me, please let me know

What SODIMMs have you installed, are you running in Dual Channel mode, what is your boot drive type Gen3 or Gen4x4, what bloatware is still on your laptop, what 3rd-party programs are running, AV, browsers, office, what Power Plan is active (default settings or did you change some), is your power adapter always connected when playing games, what Watt is the power adapter. What is your Windows11 version and built, have you updated your BIOS? What and how many errors are showing daily in Event Viewer. What is Reliability History showing (Problem Reports)? These are some of the factors that affect the speed of a system.

Although I disagree with his stance on Updates and drivers you will probably find alot in this article that will speed up your game play.

Allow only Security updates Disable all other updates in Windows 10/11, only push updates after they are at least 6 months old so they have time for the bugs to be worked out. Only use Drivers Provided by Acer. Turn off all non essential applications during game play.

I got him to run MSI afterburner alongside me. His GPU runs at 1750-1800 MHz, and his MEM runs at 4001 MHz. mine runs at 1200-1300 MHz, and my MEM runs at 800 MHz ingame. would that information help anyone find any issues?

Try running Nvidia's Geforce Experience there should be options in there for changing your performance levels. It sounds like your card is just clocked lower than his it could be a software fix but maybe not your system might just be sending less power to the graphics card by design.
