My pc has a BIG problem. had Intel turbo boost installed, but the games ran much slower

I'll tell you my problem, at the time I had Intel turbo boost installed, but the games ran much slower and so I deactivated it because it made the PC run much slower, without having to buy a ventilation system. Unfortunately the situation is as before, GTA 5 doesn't start which gives me an error, Roblox doesn't let me start the games anymore and the app doesn't respond, Minecraft lags (yes Minecraft without mods) sometimes while I'm writing on the translator the PC freezes and after 5 seconds it starts again, Assassin Creed 2 has 25 unstable fps which also vary from 10 to 15, the PC is slowed down by 10 times more. What should I do to make it go back to how it was before? Intel turbo boost is not the problem because I deactivated it and the PC continues to do this, so I would like to reactivate it, but first I have to solve this problem. Can you help me understand what happened to my PC please?

Overvolting will result in overheating and Turbo-Boost may cause the system to throttle the CPU/GPU Power State with slower performance: Uninstall the Turbo Boost app and reset BIOS to factory defaults.
